For reproducing this issue at least one Multiple choice question should be created.
It's possible to create a Quiz from a "Create Multiple choice question" page (by entering a Title for new Quiz - see scr.). So if you created the Quiz in a such way the next step will be to open "Manage questions" tab of this Quiz. Only one question is included in the list of "Questions in this quiz" - it was expected. But also a system gives us a result of browsing: "No questions were found" - it's not an expected result (because there are other questions in the system that were added earlier). And you can't add existing questions to the Quiz.

Do you have language set to your quiz nodes? Ie. could this be same as #2126591: Browse for questions to add displays 0 questions?

The bug is similar to the issue you mentioned. When a quiz is created from question there is 'Undefined language ()' for it in a Content table (to compare: other content has 'Language neutral'). So I'll use your patch in https://www.drupal.org/node/2126591. Thanks!
