rules for compare user profiles field with content of node

i have created job-posting site where in user profile job preference field are added.

in job-posting content metadata(taxonomy) fields are added.

Now when new jobs were posted i want to send mail to matched users on their job preference field base on their tags(metadata).

please tell me how can i work with rules module or any other module.
