Testbot results getting posted as unpublished comments by 'Anonymous'

See for example comments #14, #15, and #17 from #2187483: Toolbar subtree is broken | JsonResponse->callback now returns data in an Insert Command without any support in ajax.js to eval the callback in the client

Spot-checking a few test results in https://qa.drupal.org/pifr/log that happened post-deployment of #2159813: Display parts of the issue edit form instead of the comment form on issue pages and this seems to be a wide-spread problem, unfortunately.

Listing as "major" rather than "critical" because I believe issues are still getting marked "needs work" like they should be: #2191709: Remove the "configurable" flag on field types but since no one unprivileged can see why this is bound to cause some pretty widespread confusion.
