Omega sub-themes have the chrome frame functionality turned on by default, which enables a message warning users of older browser and suggests people install Google's Chrome Frame from this link: http://www.google.com/chromeframe?redirect=true&prefersystemlevel=true
However, that page has a big warning message in the top of the page stating that Google is "winding down Chrome Frame, and plan to cease support and updates in January 2014." Related blog post: http://blog.chromium.org/2013/06/retiring-chrome-frame.html
This sends conflicting messages to end users and just adds to user confusion.
Drupal 8 has already taken the stance to drop IE8 support.
I'm not against providing an easy "cop out" solution for themers to quickly enable a message to the users of old browsers. However, I think it should be optional and be turned off by default and that we shouldn't link to the chrome frame page, since it is no longer supported.
Does anyone know of a better place to link to for more info about IE browser upgrade?

Personally I'm not supporting anything below IE10, though I know many can't afford to do that. It feels like a huge weight off my shoulders. Yeah I would instead prefer just a simple message that tells them to download another browser.
