Ie and Safari (windows) page does not expand to wide media query breaking layout

Internet Explorer 11 and Safari (windows) do not respond properly to wide media query (Safari Mac ok)
The menu responds properly, but the page remains normal width (See ie_safari1.jpg)

Chrome, Firefox, and Opera work properly (See ChromeFFOpera1.jpg)
