I'm having trouble finding any information about when Drupal 6 is coming out for real. Any information out there? Should I wait a bit to start new projects so that I can take advantage of the new features in Drupal 6?

When it's ready
Drupal releases come when the software is ready, and not on any particular date. At the moment there are 7 critical issues in the D6 queue, 80 total reported bugs, and 184 proposed patches that need review and testing.
Which version you should use for a new project depends on the projected length of your development cycle and whether the key contributed modules you might need have been ported. Risk isn't all that great; the Drupal API and feature set for D6 is frozen.
