Add list of IPs to exclude from incident generation

It would be useful if in the settings tab, you could enter a list of numerical IPs to exclude from generating incidents. I run a cache warming script on my site every 15 minutes, which warms all the pages linked from the front page, and without this feature the script ends up generating extra incidents.

I'm willing to do some or all of the work on this myself if necessary, but if you had the time to add it yourself, or to give me some pointers as to what I'd have to do, that would be useful.
