I have a site that I set up that I enabled the search bar in the search region, but it doesn't show up on IE 9. IT does however show up on my installation of Firefox 26

Never mind. The issue isn't that it's showing up in one browser and not the other, it's that I can't get the search to show up outside of me being logged into the site.

If I log out, then it doesn't appear on the site. I have it set to the search region, no other settings are changed for it to limit it to certain users.
