Product Variation edit form lacks many fields

When Commerce Backoffice Product is enabled, the moved and modified product variation edit form lacks many important fields including description, submission guidelines, and especially multilingual support. I discovered this when I enabled translation a site and went to enable it for each of the product variations. The missing fields are unable to be modified while Backoffice Product is enabled.
