Icons Markup in Toolbar [#2182487]

Just a quick question on markup and why we are doing it this way. For toolbar icons, why not use a <li>Link Title</li> Syntax?
essentially, Add for the icon and around the title.
Currently styling the link directly via :before attribute.

This would open the door for theming or even JS to show only icons, only text, or both... and it supports other more commonly used icons frameworks incase. In short if free's Themers to do more with the existing markup.

Thoughts welcomed?
