Hello!

I would like to use Drupal to manage the translation of individual texts (translation units) that will eventually appear inside of a UI (this UI not necessarily served from Drupal). It's necessary to have an enforced workflow similar to what is possible with Workbench. The states might be like:

* draft - developer or UI designer puts in some placeholder text that will show in a UI, but is not ready to be approved.
* needs review - text in source language (English) is ready for stakeholders to approve
* approved - text in source language has been approved and is ready for translation to other languages

And then translation to target languages is tracked as well.

Some potential solutions I looked at:
* "Translate interface" - This is good, but the state tracking is too simple. It looks like I can just track whether a translation in a language is completed or not. Also, I've heard this will change significantly for Drupal 8, so I'm a bit reluctant to build around it.
* "Content translation" core module - It works fine for documents, but would be cumbersome for individual texts.
* "Translation Management" module - Not sure about its features, but it isn't compatible with Drupal 7.
* TMGMT project - I think they haven't release a module yet, so I can't evaluate.

Do you know of any other modules/projects I should look at?

Another option is to develop my own, but it is preferable to use someone else's work, and perhaps contribute to it.
