The problem is in the fact that l10n_update is not in the core so some users need to have an alternative way. Also, I can stand to approve translations on l.d.o.
So we can leave this issue as open but I cannot promise any reaction to your request soon.
P.S. And it's not a bug if it doesn't break anything.
