Front page behavior differs from other pages

On the front page of our site, we see behavior similar to what was requested in #352711: Support onclick dropdown behavior. But on the rest of the pages, we see the normal drop-down-on-hover behavior. The customer really want the latter behavior on the front page too. What can I do to fix this?
