Layout Designer - support user specified width dimensions

The Layout Designer UI allows users to manually drag-to-size the widths of regions or columns.

I'd like to also be able enter values directly and not simply roughly size the width using the drag UI. I'd like to specify 70:30% rather than drag to 70.12:30.88%

Is this Panels specific or Panelizer specific issue?
