Cannot Install New Modules When Secure Pages is Enabled

I cannot install new modules unless I disable secure pages.

When it's enabled and I try to install a module I get this message:
"The form has become outdated. Copy any unsaved work in the form below and then reload this page."

Reloading does not work and nothing else working until I disabled this module, and now my installations work perfectly. Right now the site isn't live so I can keep enable/disabling this as needed, but that won't work long term.

Anyone else had this issue? Known fix?
