The import is hidden amongst the other node add links. This drops the import to the bottom of the list.

That's not a bug, nor is that patch a guaranteed "solution".
You can hook into the menu system if you wish and put whatever you want anywhere. There is no need for node export to force it's menu links into any particular place.

Client complaint == UX bug imho, but so trivial not worth pushing the point ;)
