I like the way Smart_IP worked with Weather 7.x but I have one person with a Drupal 6 site that wants to use it but I don't see how to set it up.

Do these two modules work together in Drupal 6?

No, the Smart IP module is only supported in the 7.x branch of the module. Sorry.
