Panel content (blocks) only visible for admin role

I add a defined block (simpleness newsletter) to a panels page.
There is a rule to show the panel for all but unregistered users.
Logging in as a registered user and selecting the page the newsletter block isn't visible,
Logging in as admin the newsletter block is visible on the panels page.
