Right now there are a ton of novice issues around converting config from strings to typed YAML, and the boolean conversions are all over the place in terms of whether or not they use true (lowercase) or TRUE (uppercase). Can we please come up with a standard, document it, and push it into all these issues before any more get committed?
I vote for lowercase, and I know this has already been committed via the field conversion, so there's a precedent. But really I don't care as long as we agree on something.

foxtrotcharlie CreditAttribution: foxtrotcharlie commented@chx commented in one of the YAML conversion issues that they should be lowercase: "lowercase. Bring the issue up with the symfony yaml guys. It dumps lowercase.". See https://drupal.org/comment/7940489#comment-7940489
