Paypal only provides a shipping address, and so when we get to the review form back on the site, there is no billing address for the order. It just shows a stunted version with default values. So billing address should just be an optional thing on the review pane.

We should provide the option for store owners to hide the Billing Address at Checkout since PayPal handles that stuff. Also, having customers enter a billing address in Commerce and then again at PayPal is highly redundant.

Thank you! I ran into the same problem and found #2632674: Add missing fields returned by paypal to billing customer profiles. Please proceed there, it has a patch which you should try.
