I cooked up some code for my own testing during #2113701: ConfigTranslationFormBase should implement BaseFormIdInterface, but in the end it was more like an example hook implementation than a test module. On the other hand we generally don't document specific form alters in that way.

I'm not sure we have a core way to do this, so either examples module or handbook would be the place.

Moving to core queue. I think example.module is far from available to Drupal 8. So this should still be postponed on that. Seems to me it makes sense to have this in the core queue.
