Tag a 7.x-2.4 release [#2111061]

Most of the issues with jquery 1.10.2, 1.9.1 and 1.8.2.

Things to note in the release: This version introduces the option of using a separate jquery version for your backend. Also we now ship with jQuery 1.10.2 by default.

List of issues I need to make sure are no longer an problem in the latest dev.
#2109773: jquery update breaks date picker

#1448490: Remove the states.js overwrite as it was fixed upstream

List of fixed issue for the changelog:
#2023789: Offer latest jQuery 1.10.x as an option (currently 1.10.2).
#1901672: Offer latest jQuery 1.9.x as an option (currently 1.9.1).
#1801388: When a CDN is used, the jQuery UI Effects library never gets added unless the jQuery UI core library is added also

This is the last issue remaining. #1448490: Remove the states.js overwrite as it was fixed upstream

Can a release please be made? The states stuff will eventually get fixed upstream, but we can remove that in another trivial release of jquery_update. Whether or not people want to use these latest versions (and possibly) break stuff is up to them. But for things like the Bootstrap base theme (which requires a minimum of jQuery 1.7, preferably 1.8), we need the updated jquery_ui (1.10.2) so we don't get #2126473: views add any field all the time.

I think it would be nice to wait on #1448490: Remove the states.js overwrite as it was fixed upstream as now it fixed upstream we can remove states.js all together and just wait for a drupal 7 release...

so we should require Drupal > 7.24 (not yet out) but I don't think it is a big deal...

Actually I think this is a #2123973: Failed to open: jquery.effects.*.min.js is the last release blocker. I'm going to fix that tonight and push a release.
