I'm a bit confused about Panelizer full page override within Panopoly. Should it include the title and task tabs (view, edit, etc) as panel panes? I cannot see a way to do that.

It should not. The Panelizer "Full page override" is still only about the content area of the page: the title and tabs will be rendered by the theme.
