Add tests to test SimpleTest with language module enabled on the parent site [#2097185]

Coming from #2032033: Upgrade path tests broken when language module is enabled..

That issue broke because language module being enabled in the parent site leaks into SimpleTest and breaks it. This is not the first (more like the 4th?) time we've broken this, so we really should try and get some test coverage for this. However, since that patch is a) a one-line fix, and b) fixes a critical bug, and c) unblocks D8MI contributors, I've decided to split this out into its own issue.

I don't know why but I have some not expected exceptions, somthing is wrong with my test but I don't know what.

This should additionally also enable locale module. See #2573975: function_exists check in PluralTranslatableString is wrong
