When the Form Builder UI is enabled, the Required Fields check box does not stay checked. When I turn this module off and work with basic webform components, the required setting stays checked. Not sure why.

This sounds like a duplicate of #2022959: Accomodate Webform 7.x-4.x-alpha7 "required" component...

Are you using Webform 4? Can you try with Form Builder 1.4?
