Problem/Motivation

The date format entity type is in system module, along with Action and Menu. However, Action and Menu have their UI's in separate modules. To have DateFormat UI remain in system is inconsistent, and the system module could use some trimming down anyway.

Proposed resolution

Move the date format UI to an optional module.
