As it stands now 7.x-2.x being developed, but is not published on the project page because (sic) it's not ready. But there haven't been any commits on that branch for 5 months now.

As for the 7.x-1.x version, that's been published as a dev release for a while now. Cweagans mentioned almost 2 years ago that he wanted to "leave it as a dev release for a little while longer" before releasing 1.0. This branch also hasn't seen a lot of commits lately.

This situation is a bit confusing to me. Why not at least release an alpha or beta of 1.x? It's being used by ~10,000 sites already. Also if I'd try out a -dev release, why wouldn't I use 2.x, especially when there haven't been any commits for the past 5 months? Not sure what the development status is, but you can't exactly call 5 months without a commit fluctuation :)

I haven't had time to work on it since then, however, I'm going to Drupalcon Prague and my goal is to leave Prague with beta or rc of phone-7.x-2.x ready to go.
