Fatal error: require_once() [function.require]: Failed opening required [#2087159]

Hi everyone

I have been giving this to me, a website, which is not running.
The problem is this: Fatal error: require_once() [function.require]: Failed opening required '/var/www/xxx.com/public_html/sites/all/modules/ctools/includes/export.inc' (include_path='.:/usr/local/lib/php') in /var/www/xxx.com/public_html/sites/all/modules/ctools/ctools.module on line 113

The problem is that the site is not working at the moment, and not accessible at all.

I am not sure where to start, and hoping some one can help?

I think this happened after a failed upgradring of module, however I am not sure.

p.s. I am not sure of the version of Drupal installed, have tried to look it up at FTP without result
