Update the price comparison condition to support 0 as the second price

Right now, you have to type in something like 0.00 to use 0 as the second price. It would be nice if we could just type in 0, but it looks like the validation is coming from Rules itself. Let's see if we can override this default element validate function to accept 0 as a valid value.
