The code intentionally only overrides the default order on entity create forms, and not on entity edit forms. This isn't ideal because if a field is left blank when it's created then the default format will change when the entity is edited.
This was discussed some time ago in #875730: Didn't set default format on node edit form and was closed, but the problem mentioned (that the previously selected format won't be the default on edit) can be avoided.
