RDFx ARC2 Library is not included in the library and must be downloaded and installed separately.

We learn this from the status report page. Maybe mention this in the documentation.

Proper location of the RDFx ARC2 library is libraries/ARC2/arc not libraries/arc as one would expect (it works either under profiles/opencivic/libraries or sites/all/libraries).

Documentation should be updated to include this as the error generated by the module on the status page does not provide any clue about location and since drush ref-download just downloads the library to an arc folder at the root of the drupal core install.

It is a documented issue with RDF Extensions module both with dev (see issue and patch here: https://drupal.org/node/1864074 ) and alpha ( https://drupal.org/node/1176666 )

Should this be fixed by including the ARC2 library in the distro?

This issue appears to be well documented in the RDF Extensions module. There is also a problem with Drush, see the issues

I think the custom in the Drupal community is not to bundle third-party libraries, just give download instructions.

I find this documentation helpful but YMMV.
