Remove "download file" and "view all downloads" permissions?

The "download file" permission seems to be useless, as we already provide ways to restrict file downloads to certain users; there seems little point in denying anonymous or authenticated users from downloading files that they have been granted in other ways.

The "view all downloads" permission could just be replaced by "administer users", as it is only used to protect the Files tab on the user account page from other users - we already require "administer users" to be able to add or remove downloads.
