If I select a specific language like "English" e.g. on 'admin/structure/menu/manage/admin' as "Menu language" for the admin menu, then the language of this menu should use the selected language and NOT another language from the setting on 'admin/config/regional/language/detection'.

In D7 I use the module "admin_language" for this!

The language selection on the menu describes the language that the menu is in, it doesn't determine which language is used for the interface when a page is requested.
