Can i make such thing?:
For example:
I want to have a static "welcome-page"
which will`be linked "Home"(default)in my menu
&
I want to have another site section where all my posts
(which are now situated on home-page by default)
will be situated and this part of a site
will be linked "News" in my menu.
Is it real? (for less misunderstanding see p.s.s.)

4.2 Drupal is what you need
The 4.2 version of Drupal lets you assign any URL as your home page. Very flexible indeed. Point your 'News' link to the relative url

You don't want to do this...
You can do it, but you really don't want to.
Welcome pages, or "splash pages" as they're frequently called, are really horrible things. You should never use them unless you have a properly legitimate use, like selecting a language (even then it's probably best done with flag graphics top-right on your main site).
People have come to see your web site, not a page that says "have you come to see my web site?"
