hide title div if no title present

Couldn't find this issue anywhere else.

It seems to me that if we are not using a title, that the title div shouldn't be printed. Right now I'm using css to set display:none. But if we're setting title to removing the extra div automatically would be nice. I'm not a champ at php, but if someone shows me where it's being created, I'll make a patch to hide if there's no title.
