Currently the module has a permission of 'administer site configuration' which in my opinion is not so relevant to the module. Furthermore there is no any permission to access the form in the block configuration form.

It would be better to set its own permissions so Admin can give that permission to other roles too.

Applying a patch for that hopping that someone else may find this useful.

Here is the patch. It sets the permissions and then apply that permission to related module functions.
