Order marked as complete when redirected to PayPal

I could be wrong, but for me when i proceed to paypal the order back on my site is counted as a completed order within the database. If i then cancel the order and go back to my site, my shopping cart is empty. It doesnt actually give me a complete order only counts it in the database.
