This module is really great for developers who want to allow other user to access other feature of the admin menu, but not the entire admin menu. I hope the developer could port this to D7.

The module is a backport of the D7 Shortcuts/Toolbar modules which are part of D7 core. So you have the same (even much better) in D7.
