Remote URL upload from IDN URLs not working

When I try to upload a file from the URL containing international domain name (with non-ASCII characters, e.g. рпо.рф), the file is not uploaded. When I replaced рпо.рф with punycode (xn--n1abc.xn--p1ai) everything is OK.
