While working on #2017471: Multilingual tour for language section which uses hook_tour_tips_alter tip text is altered. This seems a cool feature but that needs coders instead of Tour writers to fix texts.

The usage done by language.module is quite useful but it will probably slow down the Tour writing process.

We toyed with the conditions API but it wasn't enough. I'm happy with the alter hook for this release. When the conditions API is more robust we should revisit.

This extension is being deprecated, see #3336033: [Meta] Tasks to deprecate Tour module. It will be removed from core and moved to a contrib project, #3376099: [11.x] [Meta] Tasks to remove Tour.

This is now Postponed. The status is set according to two policies. The Remove a core extension and move it to a contributed project and the Extensions approved for removal policies.
