While working on adding more tests for #2004710: Add tests for block, menu, vocabulary and views listings I discovered that the Maintenance settings page has no translate page, but its listed in the config_translation_group_info hook.

Will work on this.

That was an easy one. There was just a MENU_LOCAL_TASK missing, when initiating ConfigGroupMapper.
