Apparently libraries module bails out during libraries_get_path if sites/all doesn't exist, even if the libraries directory does exist in the current site path.
Probably a minor issue for typical drupal setups.

Can't reproduce now.
Looks like it may have been fixed upstream.
Will provide example if I hit this error again.
