Please excuse the newbie Rules Issues question, yet how do I get support or guidance for my Rules Issues request for support?

I've posted an issue 7 days ago and I've yet to receive any input on it. Do posts often require weeks for a reply? I'm not familiar the normal response time. I'm not even sure if I've posted my issue in the right module (Rules? Web Service Client? Another?), nor if I've actually worded the issue clearly enough. Please forgive my missteps in seeking help with this, I'm green on this. Yet without solving this issue I may have to recommend to my IT client we explore an alternate, non-Drupal, CMS platform on which to develop our portal. I very much hope to stick with Drupal, value it so very much.

Even a reply suggesting a better place to post this, or tips on how I should re-write it to communicate the issue, would become welcome. Any support would become greatly, greatly appreciated.
