core gates minimal requirements ask for @file in all files. https://drupal.org/core-gates#documentation-block-requirements
also css standards ask for @file too. https://drupal.org/node/1887862

I didn't change the order of properties as that seems to still not have agreement reached on blocks or alphabetical.
