can't seem to find any issue posted about this but hard to believe this isn't a pretty common use case:
- i am trying to test on content saved if a file field has been filled in
- i simply leave the file upload widget empty and negate the condition

this always passes.
note: i have not added a content type selector and the test node being saved does not even have this file field - but testing if a non-existent (file) field has a value should not always pass.
