As part of the Portland 2013 extended sprints, I was asked to help test Drupal 8 Mulitlingual by installing in Spanish and looking for issues. I blew away my database and my CMI config_{$hash} directory, and started the installer. It then asked me if I wanted a standard or minimal installation, and I chose standard. At that point, I got the following error:

For what it's worth, this was a fresh checkout of Drupal 8 head via git.

I could not reproduce this on HEAD. Could you provide a few more details about your configuration? (db, php versions, etc.) Also, could you retest on the latest HEAD?
