On a localhost install, trying to save a known good http:BL Access Key can result in the error, "Testcase failed. This either means that your access key is incorrect or that there is a problem in your DNS system."
Which is a valid error, but the Access Key is not being saved, which it should be.
tl:dr
Save the Access Key no matter what the result.

Yes, but in a standard CentOS localhost setup, you will get the error and it is not valid, as the access key is 'good.' It then becomes just one more item on a checklist to correct when the site is pushed up to a live web server.
As a thought, just add a check box, "I know the access key is good, don't check" or some verbiage like that?
Best,
Sam
Edit:
If you're willing to take that approach, feel free to re-open the ticket and assign it to me. I'll make a patch for D6 / D7.
