Currently FE Block provides machine names for core blocks, so they can be exported to other sites without overwriting existing blocks that share the same numeric ID. We should allow other modules that provide blocks with numeric IDs to use this system so they can be exported as well.

One module that would benefit from this is the Menu Block module.

I'd love to see this in place for the menu block module, it is exactly what I'm looking for at the moment.
