Notifications support

Would it be feasible to add support for notifications:

• For site admins when comments are added.
• For users (anonymous or otherwise) that post comments and want to know if further comments are added.

I've just had to explore how to do this for a site built on OO, so wondering if it can be integrated. If not, would it fit into a different Debut module?
