Make sure you're web server can write to your Drupa tmp directory.

MySQL archive is created successfully.
A file server with this error. A very large catalog of about 2 GB. Are there any restrictions on the volume the catalog?

There is no hard upper limit, but the larger the archive the more likely you are to run into trouble. In this case it appars that it can't even create the tar file to write to. I have no idea why this would be. Especially if it works for other backup types.
